Abstract In this session, WHO together with the UHC2030 Technical Working Group on Health System Assessment and European Observatory Systems Policies discuss main elements of their joint approach to HSPA. The workshop intends propose a common practical framework that links descriptive health system analysis evaluation, focussing outcomes. framework's uncovering challenges bottlenecks sources variation will be discussed - showcasing how Performance can used as means uncover inefficiencies inequities. identify between intermediate ultimate goals relate these specific actions actors within system, thus providing policy makers an actionable tool assess performance. session is structured into two parts. first part process developing HSPA itself introduced. presentation provide insights based functions emphasise final framework.
